Question about 8 month old with cold hands and feet?

my son pretty well always has cold hands and feet. its to the point, that its shocking when he touches your bare skin because it surprises you how cold they are. he always wears socks but at his age, its not like he can wear mitts to keep his hands warm. is there something i should be worried about? he has a drs appt next month and am going to ask if it could perhaps be a circulation issue or something of that sort, but any similar situations or input? is it normal? hes not actually cold, hes always well dressed which is what i cant figure out.
