Make a picture less blurry?

so i just got this picture that was taken a few years ago in Maui. turns out its pretty blurry... not the worst since u can make out what it is etc. but i want to fix it since i cant exactly take it again... any ideas??? oh and i already tried to sharpen it in zoom-browser ex and it only made the person in the picture have 4 eyes and 2 mouths. and i don't have photoshop and cant get it. thanks
